Deklarasyon ng Pagkakaisa at Paninindigan
Hinggil sa Planong Central Business District ng Quezon City
Samantalang, labing-anim na libong pamilya sa North at East Triangle at daan-daang empleyado ng Veterans Memorial Medical Center at Ninoy Aquino Parks and Wildlife ang apektado sa pagpapatupad ng Quezon City – Central Business District na itinatadhana ng Executive Order Nos. 620 at 620-A, at (may) malaking bilang ng populasyon dito ay kababaihan at mga batang 11 taon gulang pababa na nahaharap sa dislokasyon at maging sa sosyal at sikolohikal na epekto nito;
Samantalang, ang karapatan sa pabahay at makataong pamumuhay ay isa sa mga pundamental na karapatang pantao na kinikilala hindi lang ng mga pandaigdigang tratado, kasunduan, at konbensyon, kundi pati ng ating konstitusyon. Karapatan ng bawat isang mamamayan na magkaroon ng disente, maayos, tahimik at may dignidad na pamumhay.
May sinusunod na pitong (7) pamantayan para sa pabahay ang United Nations Declaration of Economic, Social, and Cultural Rights: seguridad sa paninirahan, serbisyo publiko, mura at may karampatang subsidyo, angkop na paninirahan, aksesibildad sa publiko, lokasyon, at integresyong kultural.

Residents of East and North Triangle, along with employees unions of the Veterans Memorial Medical Center (VMMC) and Ninoy Aquino Parks and Wildlife, have formed a united front to demand that socialized housing be provided under a real mixed-use development plan for the 250-hectare Quezon City Central Business District Project (CBD).
The group issued an appeal to Vice President Noli de Castro De Castro, Chairman of the Housing and Urban Development Coordinating Council (HUDCC) that is in charge of the Urban Triangle Development Commission (Tri-Dev Commission). They slammed the Quezon City government and the Tri-Dev Commission for excluding them from the tenurial and technical planning of CBD, a commercial zoning development project covering the so-called North Triangle and East Triangle Area along North Avenue.
“Instead of moving 16,000 residents to relocation sites far from their jobs and their source of livelihoods, the plan for the Central Business District should allocate space for medium rise buildings as affordable socialized housing for the residents,” said Edwin Nacpil, President of the San Roque Community Council – North Triangle Alliance or (SRCC-NTA).

Approximately 16,000[1] families in the North and East Triangles and hundreds of employees of the Veterans Memorial Medical Center and Ninoy Aquino Parks and Wildlife are presently facing the threat of demolition/displacement as both the national and local government transforms said areas totaling 250 hectares into central business district (CBD). This project has been called by the World Bank “as the center of gravity of economic developments in Metro Manila in the coming years.”[2]
The government's rationale for the QC-CBD project also dubbed as the “Triangle Park” is premised on the maximization and so-called best use of the land. The rationale are: QC has large parcels of land; it is highly accessible from other directions; ideal/conducive site for regional commercial/retail centers; and presence of integrated open space network; and the prospects of easing metropolitan jobs-housing imbalance; and that this urban development model can serve as a basic guide for the government to use in creating more areas of competitive advantage serving as hubs of intense economic growth in different areas nationwide.[3]

Brief on Damayang Lagi1
Some 1,200 families/structure owners in Damayang Lagi, along E. Rodriguez Avenue in Quezon City are currently threatened with dislocation from their homes which some have built in 1960’s and 1970’s if the government’s mixed use plan for the area will be implemented. Approximately 4,800 individuals will be affected if this happens.
In the name of development, profit maximization, additional revenues for the city, and for aesthetic reason, the Quezon City government under Mayor Sonny Belmonte plans to transform into a commercial and residential site the 21,000 square meter-land where a mixture of permanent and semi-permanent structures of urban poor or informal settlers are currently erected. Commercial building will be constructed in the area along E. Rodriguez Avenue while the medium rise buildings (MRBs) for residential units will be built behind the commercial buildings or in the inner areas.
